The MoU was formalised during “Samudra se Samriddhi – Transforming India’s Maritime Sector”, inaugurated by Prime Minister Narendra Modi on 20 September 2025 in Bhavnagar, Gujarat. This ceremony underscored India’s ambition to cement a self‑sufficient maritime industry.

The partnership harnesses CSL’s legacy of ship fabrication and HD KSOE’s cutting‑edge ship‑building technology. The new dry dock will support annual production of up to six large commercial vessels, positioning India on the global supply chain for Suezmax and Capesize carriers.

The Block Fabrication Facility will spread across 80 acres in Kochi, employing a workforce of 2,000 direct staff while catalysing ancillary supply‑chain growth. Meanwhile, the Tamil Nadu shipyard will establish a regional hub that aligns with national maritime cluster policies.
