Key Highlights

  • ₹175 crore allocated to develop a full‑spectrum coffee ecosystem in Nagaland.
  • Two pilot clusters – Arabica in Tuophema (Kohima) and Robusta in Ghotovi (Niuland) – will serve as models.
  • Program spans plantation, processing, branding, trade, tourism and farmer skill‑building.
  • Goal: reposition Nagaland from raw bean supplier to globally recognised specialty‑coffee origin.
  • Mission aligns with the Government’s Viksit North‑East agenda and a “Whole‑of‑India” collaborative approach.

Detailed Insights

The Union Minister for Development of the North‑Eastern Region, Jyotiraditya Scindia, formally inaugurated the Cluster‑based Coffee Value‑Chain Development Mission for Nagaland, earmarking ₹175 crore for implementation. Unlike earlier schemes that primarily promoted cultivation, this initiative adopts a holistic model that integrates every phase of the coffee sector—land preparation, plantation establishment, post‑harvest processing, brand creation, market promotion, export facilitation, traceability mechanisms, agri‑tourism and extensive capacity‑building programs for growers.

Two demonstration clusters have been identified to pilot the approach. In Tuophema village of Kohima district, the focus will be on high‑altitude Arabica varieties, while Ghotovi village in Niuland district will specialise in the robust, disease‑resistant Robusta cultivar. These clusters are intended to showcase best practices and act as nuclei for future expansion across the state.

Scindia emphasized that the mission transcends a conventional government scheme; it embodies a “Whole of India” partnership linking central ministries, state agencies, private entrepreneurs, coffee processors, branding experts, exporters and market intermediaries. By consolidating infrastructure and creating a unified single‑origin label—“Coffees of Nagaland”—the programme seeks premium shelf‑space in domestic and international markets, thereby enhancing farmgate prices and overall farmer incomes.

The broader strategic thrust dovetails with Prime Minister Narendra Modi’s vision of a “Viksit North‑East,” aiming to embed the region’s agricultural output within high‑value global supply chains, while leveraging tourism and cultural narratives to bolster demand.

Key Concepts

  • Cluster‑Based Development: A methodology that concentrates resources and expertise within geographically defined groups of producers to generate economies of scale and knowledge spill‑overs.
  • Single‑Origin Specialty Coffee: Coffee sourced from a distinct agro‑ecological zone, marketed for its unique flavor profile and traceability, often commanding premium prices.
  • Whole‑of‑India Approach: Collaborative framework that integrates central, state and private sector stakeholders to address systemic bottlenecks across the value chain.
  • Viksit North‑East Vision: Governmental policy aimed at accelerating socio‑economic development of India's northeastern states through infrastructure, industry promotion and market integration.
