Key Highlights

  • On 18 January 2025, Mizoram became the pioneer state in the Northeast to hand over SVAMITVA property cards to 1,754 households across 18 villages.
  • The scheme, inaugurated on 24 April 2020, leverages drone‑based mapping and GIS to furnish rural landowners with legally‑recognised title documents.
  • Since its launch, Mizoram has issued 2,909 cards and aims to reach roughly 35,000 beneficiaries in subsequent phases.
  • A Memorandum of Understanding with the Survey of India (July 2021) and extensive drone surveys (Dec 2021‑Dec 2024) underpinned the rollout.

Detailed Insights

The SVAMITVA initiative, introduced by the central government in April 2020, seeks to digitise land‑records in villages lacking conventional surveys. By employing unmanned aerial vehicles and Geographic Information Systems, the program creates a verifiable "Record of Rights" that can be used for credit, inheritance and dispute resolution.

Mizoram signed an MoU with the Survey of India on 8 July 2021, formalising cooperation for data collection and card issuance. Drone‑mapping commenced on 9 December 2021, targeting 319 villages across nine districts that had no prior revenue surveys. The aerial campaign concluded on 2 December 2024, delivering high‑resolution spatial data essential for accurate parcel delineation.

Card distribution began on the scheme’s anniversary, 24 April 2023. By 18 January 2025, 2,909 property cards had been handed out, including the 1,754 cards given to families in the 18 villages highlighted during the governor’s virtual ceremony. Prime Minister Narendra Modi participated in the event, underscoring the central government’s commitment to rural financial inclusion.

Looking ahead, Mizoram plans to issue approximately 35,000 cards through phased extensions, thereby expanding the legal recognition of land ownership, fostering credit‑access, and strengthening rural economies.

Key Concepts

  • SVAMITVA Scheme: A national programme that employs drone and GIS technology to generate official land‑ownership documents for villages lacking traditional surveys.
  • Property Card (Record of Rights): A legally‑binding certificate that confirms ownership of a dwelling and its surrounding land, usable as collateral for loans.
  • Drone Survey: The use of unmanned aerial vehicles to capture high‑resolution imagery and topographic data, enabling precise mapping of rural parcels.
  • GIS (Geographic Information System): A digital platform that stores, analyses, and visualises spatial data, critical for creating accurate land‑records.
