The Government of India, during the International Purple Fest in Goa, rolled out three landmark programs aimed at bolstering inclusive education and communication for persons with disabilities (PwDs). The IELTS Training Handbook, co‑created by Believe n the Invisible (BITI) and the Department of Empowerment of Persons with Disabilities (DEPwD), serves as both a self‑study guide and a facilitator manual, integrating reasonable accommodation guidelines for visual, hearing, locomotor, and other impairments. This handbook is positioned as a pivotal resource to make global language proficiency testing more accessible.

The Recognition of Prior Learning (RPL) course, a part of DEPwD’s Skill Training Initiative, was executed by the Indian Sign Language Research and Training Centre (ISLRTC). The program, conducted from 11 to 29 August 2025, trained 17 participants across India in ISL interpretation for SODA (Siblings of Deaf Adults) and CODA (Children of Deaf Adults), culminating in a certification ceremony slated for 3 December 2025, aligning with International Day for Persons with Disabilities.

The Specialized Basic Training Programme in American and British Sign Language offers ISL professionals a month‑long, immersive experience covering grammar, syntax, vocabulary, and cross‑cultural competencies. Commencing on 3 December 2025, this initiative is designed to equip interpreters with global skills, enabling them to partake in international forums and broaden their career horizons.

The event, organized between 9 and 12 October 2025 by DEPwD in partnership with the Goa State Commission and UN India, underscores India’s commitment to creating a more inclusive society for PwDs.
