Key Highlights

  • Kerala will launch the first Indian state‑run program, nPROUD, to collect and safely destroy expired or unused medicines.
  • The rollout starts in Kozhikode Corporation and Ulliyeri Panchayat on 22 February 2025, then expands across the state.
  • Three collection mechanisms are planned: door‑to‑door pickups, blue‑colored public bins, and coordination with the Haritha Karma Sena and local self‑governments.
  • Collected drugs are sent to Kerala Enviro Infrastructure Limited (KEIL), an authorized treatment plant meeting both state and central regulations.
  • The scheme builds on the 2021 PROUD pilot in Thiruvananthapuram, which safely processed 21 tonnes of pharmaceutical waste.

Detailed Insights

The Kerala Drugs Control Department is set to inaugurate nPROUD (New Programme for Removal of Unused Drugs) on 22 February 2025. The initiative addresses the rising menace of pharmaceutical waste that, when discarded indiscriminately—through household trash or flushing—contaminates soil and water bodies and fuels antimicrobial resistance. By instituting a legally compliant, scientifically grounded collection and disposal system, the state aims to mitigate environmental hazards and protect public health.

Implementation follows a three‑tiered framework. First, trained officials will visit residences during scheduled windows to retrieve unwanted medicines directly from households. Second, conspicuous blue bins will be installed in communal spaces, offering a convenient drop‑off point for citizens. Third, the Haritha Karma Sena, together with municipal and panchayat bodies, will oversee the logistics and public awareness campaigns.

All gathered pharmaceuticals travel to the KEIL facility, which holds certifications from both state and central environmental agencies. The plant employs approved neutralization and incineration techniques, ensuring that harmful residues do not re‑enter the ecosystem.

The nPROUD model is an evolution of the 2021 PROUD project in Thiruvananthapuram, where 21 tonnes of drugs were successfully managed. Health Minister Veena George highlighted that the expanded programme represents a proactive stride toward sustainable healthcare waste governance and could serve as a template for other Indian states.

Key Concepts

  • Pharmaceutical Waste: Discarded medicines, whether expired, unused, or contaminated, that can cause ecological damage and health risks if not properly treated.
  • Antimicrobial Resistance (AMR): The capacity of microorganisms to survive exposure to antibiotics, often accelerated by environmental exposure to sub‑therapeutic drug residues.
  • Biomedical Waste Management Act: Indian legislation that mandates the safe handling, treatment, and disposal of medical and pharmaceutical waste to prevent pollution.
  • Haritha Karma Sena: A state‑run green task force that collaborates with local governing bodies to implement environmental initiatives such as nPROUD.
  • KEIL (Kerala Enviro Infrastructure Limited): An authorized waste‑treatment enterprise equipped to neutralize and incinerate hazardous pharmaceutical materials in compliance with national standards.
