Born on 16 July 1941, Dr. Pradhan earned an MBBS from SCB Medical College, Cuttack, in 1966 and initially served as a medical officer in Talcher. Driven by a commitment to rural development, he resigned from government service to focus on social welfare and agriculture.

His political odyssey commenced with his induction into the Bharatiya Janata Party in 1983. Within months he was appointed president of the Talcher Mandal, a post he retained until 1985. Although his first Lok Sabha contest from Deogarh in 1984 ended in defeat, he quickly rose through party ranks, becoming president of the undivided Dhenkanal district unit in 1985.

Pradhan’s influence surged as he steered the Odisha BJP through three consecutive terms as state president (1988‑1993, 1995‑1997). His strategic outreach expanded the party’s grassroots network, laying foundations for future electoral gains.

After unsuccessful bids in the 1991 and 1996 general elections, he secured a victory in 1998 from the Deogarh constituency, earning a place in Prime Minister Atal Bihari Vajpayee’s cabinet as Union Minister for Surface Transport. He retained the seat in 1999 and was subsequently entrusted with the Agriculture portfolio, where he championed infrastructural modernization and agrarian reforms.

From 2001 to 2002, Pradhan served as BJP’s national vice‑president, enhancing his stature at the central level.
