Key Highlights

  • SEBI and DigiLocker have integrated to let investors upload demat, mutual fund and Consolidated Account Statements onto a secure digital vault.
  • A new nomination framework enables investors to designate legal heirs as Data Access Nominees, granting them read‑only rights after death.
  • KYC Registration Agencies (KRAs) automatically inform nominees of the account‑holder’s demise and trigger DigiLocker’s access provision.
  • The combined solution is expected to lower the quantum of unclaimed securities and streamline asset transfer.

Detailed Insights

The Securities and Exchange Board of India (SEBI) has formalised a partnership with the government‑run DigiLocker platform to digitise the storage and retrieval of investors’ holdings. Through this conduit, holders can upload their dematerialised (demat) statements, mutual‑fund transaction reports, and the Consolidated Account Statement (CAS) – a comprehensive record of all securities activities – into a tamper‑proof repository. Concurrently, SEBI has introduced a nomination facility wherein investors may appoint a Data Access Nominee. In the event of the investor’s death, the nominee receives read‑only permission to view the stored documents, facilitating a smoother succession of assets. KRAs, which already verify investor identities for KYC purposes, are tasked with notifying the nominee and prompting DigiLocker to activate the limited access. By automating notification and access, the system reduces administrative lag, curtails legal disputes, and ultimately diminishes the volume of assets that remain unclaimed in the market.

Key Concepts

  • Demat Holding: An electronic representation of securities that eliminates the need for physical certificates.
  • Consolidated Account Statement (CAS): A unified ledger that summarises an investor’s transactions across all depositories and market participants.
  • Data Access Nominee: A designated individual authorized to view, but not modify, an investor’s financial documents stored in DigiLocker after the investor’s death.
  • KYC Registration Agency (KRA): An entity approved by SEBI to verify customer identity and, in this context, to dispatch death notifications to nominees.
